日本企業に無駄な残業が多すぎるというのは、誰でも肌で感じていることだろう。マクロで見ても９１年以降、労働時間が年間数百時間長い日本の経済成長率は、先進国平均に遠く及ばない。


感心したのは、その理由は何だと思うか質問した後だ。

「それは、日本企業では従業員に『権限と責任』が与えられていないからだ」

この指摘はずばり本質を突いている。

上司とのコミュニケーションを重視する“ホウレンソウ”的なカルチャーは、日本型組織特有のものである。それがこれまで評価され根付いてきたのは、責任と権限の所在を曖昧にすることで、組織の致命的な欠陥を見えにくくしてくれたからだろう。

「何かあったら逐一俺に報告しろ」という関係は、裏を返せば

「おまえにゃ何も期待してないし、ご褒美も期待するなよ」というに等しい。
